The government's Clean Power 2030 Action Plan sets a target of 23 to 27 GW of battery storage by 2030, alongside a separate 4 to 6 GW target for long-duration energy storage (LDES). This replaces the earlier 18 GW-by-2035 target and reflects how much the pace of deployment has accelerated.
What makes an ideal BESS site?
When scouting for potential battery storage locations, developers should consider the following factors:
- Grid connection: Proximity to a strong, unconstrained grid connection is essential. Look for sites near substations or transmission lines with spare capacity.
- Land type: Battery storage projects can be built on a variety of land types, including brownfield sites, industrial land, and even agricultural land (with the necessary planning permissions).
- Site size: Depending on the project's capacity, you'll typically need between 0.5 to 2 acres of land per MW of storage.
- Accessibility: The site should have good road access for construction and maintenance vehicles.
- Local planning policy: Check the local plan for designated energy infrastructure areas and site allocations. The August 2026 update to the NPPF gives greater weight to the benefits of renewable and low-carbon energy development and clearer support for associated infrastructure, but it also now treats renewable energy development in the Green Belt as inappropriate development requiring very special circumstances, so Green Belt sites need a much stronger case than before.
